Key directives included strict adherence to safety measures, use of high-quality asphalt, immediate removal of construction debris from roads, and repair of hanging electric wires along the Ashura procession route. Officials were instructed to complete road patchwork within two days and deploy all available resources to ensure a peaceful Ashura.
