Pakistan to Introduce New Net Billing System for Solar Users, Net Metering Policy Revised

Pakistan has decided to revise its net metering policy for all solar consumers by introducing a new net billing system. According to media reports and Nepra sources, the revised framework has been renamed Nepra Solar Consumers Regulations 2025 and approved by the Ministry of Energy after consultations with all stakeholders. Under the new policy, the duration of solar power agreements has been reduced from seven years to five years. The existing net metering mechanism will be replaced with net billing, under which excess electricity supplied to the grid will be compensated at around Rs. 11 per unit, compared to the previous benefit of Rs. 25.98 per unit. Additionally, consumers with loads below 25 kW will now be required to obtain a Nepra license. Officials say the changes are necessary to ensure sustainability of the power sector while continuing support for solar adoption.
