Lahore: Construction of the Neela Gumbad underground parking plaza at the historic Cycle Market area has entered its finishing stage, with authorities setting October 30, 2026 as the new completion deadline after the project missed its earlier target. Dunya reported that the basic structural work has been completed and finishing, landscaping and beautification work is now being carried out.
The latest Housing Department review separately reported that the Neela Gumbad parking plaza was about 75% complete, confirming that substantial work still remained despite the main structural phase reaching an advanced stage.
The underground facility is being developed by TEPA, under the LDA framework. The project carries a reported cost of about Rs2.451 billion and consists of a ground floor with three basement levels. Earlier project details said it was designed to provide parking for roughly 400 cars and 800 motorcycles, while 62 shops are planned in the first basement for traders affected by the redevelopment of the old Cycle Market.
The project is part of a wider effort to reorganise the Neela Gumbad commercial and heritage area, improve parking and traffic management, and restore visibility around historic structures previously surrounded by commercial encroachments.
