NEPRA Upholds Rs10 Million Fine on HESCO Over Safety Directorate Failure

Islamabad: The National Electric Power Regulatory Authority has rejected Hyderabad Electric Supply Company’s review motion and maintained a Rs10 million fine imposed for failing to establish a mandatory Safety Directorate or Department. NEPRA’s order, issued on July 20, 2026, states that HESCO did not present any new evidence or legal grounds that could justify reconsidering the regulator’s earlier decision of February 3, 2025. The penalty had been imposed after the company allegedly failed to comply despite receiving notices, hearings and opportunities to establish the required safety setup. The regulator said a dedicated safety directorate is essential for monitoring safety standards, reducing workplace risks and preventing fatal and non-fatal electrical accidents within the company’s service area.
