NEPRA Moves to Gross Metering for Solar

National Electric Power Regulatory Authority (NEPRA) has proposed replacing the existing net metering system with a gross metering mechanism for new rooftop solar users under its draft Prosumer Regulations. The move aims to reduce the financial burden on grid consumers caused by high buyback rates. Existing solar consumers with valid seven-year agreements will continue selling surplus electricity at Rs. 22 per unit until contract expiry. New installations will receive a proposed feed-in tariff of Rs. 11.30 per unit for five-year contracts. The policy follows concerns over revenue losses exceeding Rs. 100 billion in FY2024 and potential grid instability due to rapid solar expansion. On October 22, Shehbaz Sharif directed authorities to reassess solar buyback tariffs before finalisation.
