The Housing Urban Development and Public Health Engineering Department is the main institution in charge of the planned development and regulation of Punjab. It serves as the administrative department responsible for formulating macro policies, steering spatial planning, and providing essential civic infrastructure across urban and rural sectors. The authority monitors the urban planning, development of housing and public utility networks and regulates construction in order to promote orderly and sustainable urban development.
HUD&PHED is also instrumental in the control of development standards, development of the number of public services and the implementation of large-scale public health and shelter projects in the province. These functionalities have enabled it to influence the physical development of Punjab and better infrastructure and planning systems and the management of the province as a whole. HUD&PHED operates on specialized wings and attached autonomous executing agencies which are used to plan and coordinate planning, infrastructure and service delivery in the province. These are:
- Housing & Urban Development Wing
- Public Health Engineering Department (PHED)
- Punjab Housing and Town Planning Agency (PHATA)
- Water and Sanitation Agencies (WASAs)
