The vehicles are not being distributed free of cost. The current plan is to establish an affordable financing facility with low-interest instalments, with particular attention to women, youth, low-income users and commercial operators. However, the financing terms, eligibility rules, application process and rollout schedule are still being finalised, so the 120,000 figure should be treated as a programme target rather than vehicles already distributed.
