Islamabad: The Capital Development Authority (CDA) is preparing enforcement action against several housing societies, with its Enforcement Wing reportedly asked to seal the offices of Bahria Town, Soan Garden, Jinnah Garden and AGOCHS over alleged violations of approved layout plans. As of the latest report, the sealing action was planned/expected — not yet confirmed as completed.
For Bahria Town Phase III-E and IV in Zone 5, CDA says the layout plan was approved in 2010, but the developer had not completed the prerequisites for obtaining an NOC even after about 15 years. CDA’s January 2026 show-cause notice also alleged unauthorized conversion or use of areas reserved for parks, graveyards, public buildings, open space and other amenities.
CDA’s own housing-scheme database currently lists Bahria Town Phase III-E & IV as having an approved LOP but no NOC issued. However, this does not mean every Bahria Town phase has the same regulatory status; CDA separately lists Phase II, III, V and VI with an issued NOC.
