Islamabad: The Capital Development Authority is reviewing reforms aimed at reducing delays in property transfers and making the process easier for citizens. According to the CDA’s official reply submitted to the National Assembly, the proposed measures include digitising and automating estate management, simplifying documentation, strengthening verification, standardising procedures and improving monitoring. The authority described the No Demand Certificate, commonly called an NDC, as an important safeguard for buyers, sellers and the authority during a property transaction. CDA also said plots are not cancelled arbitrarily; any cancellation must follow the applicable laws, allotment conditions and due process. These reforms are currently under review, and no implementation date or final approval has been announced.
