Pakistan’s PSO Signs Oil Supply Deal With Oman’s OQ Trading

Karachi: Pakistan State Oil (PSO) has signed a Sale and Purchase Agreement (SPA) with Oman’s OQ Trading Limited for the supply of petroleum products. The agreement was signed on October 8, 2026, after receiving formal approval from PSO’s Board of Management and the Federal Cabinet. PSO confirmed the development in a disclosure submitted to the Pakistan Stock Exchange on October 9.

The agreement follows an Inter-Governmental Agreement signed between Pakistan and Oman on May 14, 2018. Under that arrangement, OQ Trading, formerly Oman Trading International, was nominated on behalf of Oman, while PSO was nominated to represent Pakistan.

The Cabinet’s Economic Coordination Committee (ECC) had approved the proposed agreement on August 24, 2026, as part of cooperation aimed at strengthening Pakistan’s petroleum supply arrangements. Pakistan had also imported three petrol cargoes and one diesel cargo from Oman in March 2026, according to subsequent reporting.

The deal provides a formal commercial framework for petroleum supplies. However, the public PSX disclosure does not specify the supply volume, contract value, shipment schedule or final pricing terms. Claims that the agreement guarantees cheaper petrol or uninterrupted supply are therefore not independently established.
