Abu Dhabi: The Environment Agency – Abu Dhabi (EAD) has issued Resolution No. 03 of 2026, introducing a formal system for measuring, reporting and independently verifying greenhouse gas emissions across the emirate. Facilities operating in targeted sectors will be covered where their emissions meet or exceed the threshold specified in the resolution.
Covered facilities will have to register, prepare emissions measurement plans, submit emissions reports and have their data verified by professionals registered and accredited by EAD. The verification framework includes requirements relating to technical competence, independence and preparation of verification reports.
EAD will also establish and manage a digital emissions database for receiving, checking, storing and archiving emissions data. The authority says advanced analytics and modern technologies will be used to improve data quality and generate indicators that can support future environmental policy and emissions-management decisions.
The regulation builds on Abu Dhabi’s earlier Measurement, Reporting and Verification programme, under which large carbon-emitting facilities were expected to monitor and report emissions annually, with the first reports due in 2026.
One important detail remains: the latest public announcement says the rule applies to targeted sectors and specified emissions thresholds, but it does not reproduce the full threshold table or complete sector list. Those limits should therefore not be guessed.
