Lahore: The Punjab government has announced province-wide implementation of the Housing Societies Management System (HSMS), under which property transactions in participating housing societies will be processed through the Property Transfer System (PTS). The reform is intended to connect society records with the Punjab Land Records Authority, introduce biometric verification and reduce fake files, duplicate allotments and undocumented transfers. PLRA’s official guidance confirms that buyers and sellers must provide identity and property information and complete biometric verification for digital property transfers. Approved housing societies can also be checked through PLRA’s online society directory. The announcement signals a major shift from society-issued paper files toward formally verified digital ownership records.
What Changes for Buyers and Sellers?Property buyers should now verify whether the housing society is approved and connected with the official system before making payment. The buyer and seller may need their original CNICs, complete property or plot details, society records and biometric verification. A transfer completed only through a private file, handwritten receipt or society letter may not provide the same level of government-backed verification as a transaction recorded through PTS. PLRA states that property-transfer applications can be initiated online or through an Arazi Record Centre.
Important Research FindingThe broader HSMS policy has been under development for several years. In 2024, PLRA announced plans to bring private housing societies under its registration framework and replace informal allotment-letter practices with formal records. Official reporting also confirmed that HSMS was designed to digitize the approval and management of private housing schemes across Punjab. However, I did not find a publicly accessible gazette notification clearly listing every society, implementation deadline and exemption. Therefore, citizens should confirm the status of their specific society directly through PLRA or the relevant development authority before completing a deal.
