Govt Revises DISCO Privatisation Policy

The federal government has revised its policy on the privatisation of electricity distribution companies (DISCOs), with only Gujranwala Electric Power Company now likely to be offered for full privatisation. According to media reports, Islamabad Electric Supply Company and Faisalabad Electric Supply Company will instead be offered under long-term concession agreements. The Privatisation Commission is finalising the transaction model, with Letters of Intent expected to be issued in January 2026.
Separately, the government has approved changes to the solar net metering regime. Under the new NEPRA Solar Consumer Regulations 2025, net metering will be replaced with net billing, reducing contract duration from seven to five years. The proposed buyback rate is around Rs11 per unit, compared to the earlier benefit of nearly Rs26 per unit.
