Abu Dhabi: The Abu Dhabi Projects and Infrastructure Centre (ADPIC) has signed a partnership with The Boring Company, founded by Elon Musk, to explore advanced underground infrastructure solutions across the emirate. The agreement covers potential underground transport systems, utility tunnels and related infrastructure.
The agreement was signed during LIVEX 2026 by ADPIC Director General Maysarah Mahmoud Salim Eid and The Boring Company President Steve Davis, in the presence of Abu Dhabi Department of Municipalities and Transport Chairman Mohamed Ali Al Shorafa. Elon Musk himself was not announced as a signatory to the agreement.
The two organisations will now study feasibility, construction methods, advanced boring technologies, safety standards, operations, digital engineering and automation. They will also examine how underground infrastructure could improve connectivity, make better use of urban space and strengthen utility networks.
Importantly, this is currently an exploratory partnership. No specific Abu Dhabi tunnel route, project cost, construction start date or opening timeline has yet been announced. The government also says the collaboration will explore local skills development and Abu Dhabi’s potential to become a regional centre for advanced tunnelling technology.
