The Gwadar Development Authority (GDA), established under the Gwadar Development Authority Act 2003, is responsible for the planned development and regulation of Gwadar. It oversees urban growth with a focus on modern infrastructure, sustainable planning, and transforming Gwadar into a key economic and port city.

Through the Gwadar Master Plan 2050, GDA manages land use, town planning, and development control while facilitating investment and public services.
