Pakistan Housing Authority Foundation is a federal government organization established under the Ministry of Housing and Works to plan, develop and deliver housing projects for government employees and the general public. The foundation was created to address housing shortages through planned residential developments, particularly for low- and middle-income groups, and to support government housing initiatives.

Pakistan Housing Authority Foundation has been involved in development of housing schemes, residential apartments and related infrastructure in various cities across Pakistan. Its scope of work includes planning of housing layouts, construction of residential units, provision of basic utilities and coordination with public and private stakeholders to facilitate affordable housing delivery.

Over time, the role and activity level of Pakistan Housing Authority Foundation has evolved due to changes in federal housing policies and restructuring within the Ministry of Housing and Works. While several housing initiatives were transferred or aligned with other government programs, the foundation continues to exist as a statutory body with limited and selective operational functions.
