The Capital Development Authority (CDA) has launched a major crackdown on housing societies accused of overselling files beyond their available land — a widespread form of fraud in Islamabad’s real estate market. Roshan Pakistan Housing Society, located in sectors E-16 and E-17, became the first target after CDA teams sealed its office for issuing excess files and failing to meet development commitments. The society’s layout plan had been cancelled earlier over serious discrepancies, and its NOC was revoked in 2017 for missing the 2011 development deadline. Despite this, the society continued operating, with residents reporting a lack of basic facilities such as proper roads, drainage, and street lighting. Complaints have surged as homeowners struggle with deteriorating living conditions. CDA officials stressed that overselling files exposes buyers to major financial risks and violates commitments made to both the authority and the public. The crackdown will now expand to other societies involved in similar practices to restore accountability and protect consumer interests.
