Islamabad: CDA’s proposed Kashmir Chowk Underpass on Murree Road near Islamabad Club, also commonly called Dhokri Chowk, has moved into the environmental review and procurement stage. The latest reporting puts the project cost at around Rs1.4 billion.
Pakistan Environmental Protection Agency has scheduled a public hearing for September 21, 2026 at 11:00 AM at Gandhara Citizen Club, F-9 Park. The EIA report is available for public review, and affected residents and other stakeholders can submit comments before the project proceeds further.
Under the proposed traffic arrangement, vehicles coming from the Serena side towards Rawalpindi would use the underpass, while traffic heading towards Murree would travel over the upper road. The project is intended to reduce congestion at this busy Islamabad junction.
CDA has already invited construction bids. Two firms submitted technical bids, but one was declared non-responsive and later filed a grievance, meaning financial bids remain pending until the complaint is resolved. Official procurement documents specify a 90-day construction period once work formally commences.
