Master Plan Department was established in 1968 under Karachi Development Authority (KDA) with the technical assistance of United Nations, during the preparation of Karachi Development Plan (1974-85). It was renamed as Master Plan & Environmental Control Department in late 1970s.Later on, analyzing the needs of the metropolitan city of Karachi and to enhance the capacity of Master Plan Department, the Governing Body of Karachi Development Authority (KDA) in its 2nd meeting of 2000 held on 18-04-2000 at 2:30 P.M in the conference room of Civic Centre, KDA, under the Chairmanship of Chief Secretary Sindh, resolved that A Consultant (Urban Planner) would be appointed for the capacity building of Master Plan Department, and a board for control of Master Plan Department would be established with representation of all the development agencies of Karachi for which a summary will be moved by Housing and Town Planning Department.Meanwhile, Sindh Local Government Ordinance-2001 was promulgated, and a devolution plan was introduced, as a result KDA was dissolved. Subsequently, three departments of KDA – i.e. Master Plan & Environment Control (MP&EC), Design Bureau (DB) and Planning & Urban Design (P&UD) – were merged into one department and renamed as Master Plan Group of Offices (MPGO). Consequently, the MPGO was placed under the umbrella of City District Government Karachi (CDGK).In the year 2011, the MPGO was placed under the control of Karachi Metropolitan Corporation (KMC) and renamed as Master Plan Department (MPD).
