The Water and Construction Conversion Survey is a governance and revenue optimization initiative being implemented in selected Municipal Committees including Sambrial, Daska, Rahim Yar Khan and Pattoki. The project aims to support local governments in improving municipal service management related to water supply and construction regulation. The survey focuses on assessing existing service coverage, identifying gaps in billing and approvals, and strengthening revenue generation mechanisms essential for sustainable urban management. The project has a total cost of PKR 21.79 million and is planned for implementation over a duration from December 2024 to August 2025.
The survey involves a comprehensive geographical and household level assessment to collect data on water connections, water sales, construction approvals and property usage. It covers individual households, residential and commercial buildings, and includes e billing surveys and construction plan verification. The collected data will help identify unapproved buildings, illegal water connections and non compliance with municipal regulations. By mapping actual usage against approved records, the survey provides a clear picture of existing revenue leakages and unrealized income potential for municipal committees.
