Punjab Agriculture, Food and Drug Authority (PAFDA) Complex

Infrastructure Development Authority of the Punjab

The Punjab Agriculture, Food and Drug Authority Complex is a specialized forensic and research infrastructure project established to strengthen testing and regulatory capacity across Punjab. The facility is being developed to conduct forensic examination and laboratory testing of fertilizers, pesticides, food items and pharmaceutical products. The complex includes 3 Biosafety Level 3 category laboratories dedicated to agriculture, food and drug testing, along with training facilities for young scientists. Once operational, the laboratories will receive samples from all districts of Punjab, making it a unique and centralized testing facility in Pakistan.

The project comprises a sample building, a 9 storey main laboratory building and an energy center with a total covered area of 314,733 sq ft. The complex includes a state-of-the-art auditorium with a seating capacity of 500 persons to support conferences, training programs and professional development activities. All laboratories are planned to be equipped with advanced forensic and analytical equipment currently used at international standards, supporting accurate testing and research activities.

The building design integrates modern aesthetics with traditional Islamic musharabia inspired façade elements that function as shading devices and create dynamic light patterns. The massing consists of two primary forms comprising the laboratory tower and the auditorium. The tower provides approximately 180-degree views and houses laboratories, administration and training facilities, while the auditorium structure creates a prominent visual landmark at ground level. Internal planning ensures strict segregation of staff, visitors, goods movement and material storage to maintain high operational security, safety and compliance with international laboratory standards.
