Federal Government Employees Housing Authority

PHASE-VI (Bhara Kahu Housing Scheme), namely Sky Garden, is a residential project of the Federal Government Employees Housing Authority located in the Bhara Kahu area on the outskirts of Islamabad. The scheme was previously named Green Enclave-II and was launched for registered members of Membership Drive Phase-I on a first-come, first-served basis. FGEHA first started land acquisition for 6,932 kanals under the Land Acquisition Act, 1894, with Section IV notification issued on 28 May 2014, but the notification was later cancelled and the project was shifted to a joint venture model.

The project later moved through JV agreements, first with M/s International Center of Services Exchange in 2018 and then with M/s Commoners Sky Garden on 11 October 2019. Under the revised arrangement, land was mutated in favour of FGEHA, the layout plans were approved in phases, and the project scope was later restricted to Mouza Kathar. The scheme includes FGEHA and Commoners Sky Garden quotas, with provisional offer letters issued in selected categories, while development work on clear land in Mouza Kathar has commenced.

FGEHA is developing PHASE-VI Sky Garden as a major planned housing scheme for registered federal government employees in Islamabad’s Bhara Kahu area. Due to its revised joint venture structure, approved layout, large land component and ongoing infrastructure activity, the project remains important for future housing supply; however, it has also faced delays, litigation and land-related adjustments.
