The Digital Gender Inclusion Initiative is a strategic program led by the Pakistan Telecommunication Authority (PTA) to bridge the gender digital divide and increase women’s participation in the digital transformation of Pakistan. PTA has developed a comprehensive Digital Gender Inclusion Strategy in collaboration with the Ministry of Information Technology and Telecommunication and partners including UNESCO and global digital inclusion networks to promote equitable access to information and communication technologies for women and girls. The strategy addresses gaps in digital access, connectivity, affordability, digital skills and safety, recognizing that women in Pakistan have historically faced limited access to mobile phones, internet and digital services compared to men.
The initiative aims to enhance mobile and internet usage among women, improve digital literacy and enable meaningful participation of women in Pakistan’s digital economy. It draws on nationwide research, surveys and stakeholder consultations to design targeted actions that increase digital access, improve affordability of devices and services, support digital skills training, strengthen online safety and drive behavioural change across communities. PTA, working with organizations such as the Universal Service Fund and civil society partners, continues to implement policy and outreach efforts to ensure women and girls are not left behind in Pakistan’s digital transformation.
