CDA Begins Testing E-Stamp System for Islamabad Land Digitization

The Capital Development Authority (CDA) has begun formal testing of its new e-stamp system, marking a major milestone in Islamabad’s land record digitisation drive. Chairman Muhammad Ali Randhawa reviewed progress in a high-level meeting attended by CDA and ICT administration officials, with the Punjab Land Records Authority joining via Zoom.Officials reported that most components of the Islamabad e-stamp platform have been completed under the ICT–PLRA agreement. Software development is finished, testing has started, and the system is already connected to One Link. Non-judicial e-stamp papers will launch first, followed by judicial e-stamp papers.Digitisation of land records in 24 mouzas is complete, with work on the remaining 11 nearing completion. A new mobile app has also been developed to provide citizens direct access to their property records, making verification, transfers, mutations, and documentation more secure and transparent.
