Cement Exports See 3rd Straight Monthly Decline in Pakistan

Pakistan’s cement exports dropped sharply for the third consecutive month, falling 26.53% year-on-year in November 2025 to 590,183 tons compared to 803,258 tons last year, according to the All Pakistan Cement Manufacturers Association. The decline was driven mainly by north-based mills, which recorded almost zero exports due to the Pakistan-Afghanistan border closure since late October. Southern mills also experienced a 7.08% decline in shipments. Despite weak exports, domestic cement dispatches rose 2.23% to 3.549 million tons in November. Total cement sales, however, slipped 3.16% year-on-year. For the first five months of FY2025-26, overall dispatches increased 11.54% to 21.445 million tons, supported by strong domestic demand. The association urged the government to reduce duties and taxes to make local cement more competitive globally.
