Solar Users to Pay Full Tariff as Pakistan Ends Net Metering System

ISLAMABAD : Pakistan has officially ended its net metering regime with the introduction of NEPRA’s Prosumer Regulations 2026, shifting rooftop solar users to a new net billing framework. Under the new rules, solar consumers will pay the full applicable electricity tariff for grid power, while surplus electricity exported to the grid will be purchased at the National Average Energy Price, estimated around Rs. 11 per unit. Existing net metering consumers will remain protected until their contracts expire. NEPRA said the reforms aim to reduce financial losses, curb tariff distortions, and stabilize the power grid amid rapid solar adoption.
