Proposal to Redraw Provincial Boundaries, Create New Provinces in Pakistan

ISLAMABAD: A proposal linked to the reported 28th Constitutional Amendment has surfaced, suggesting a major administrative restructuring in Pakistan through the creation of new provinces. According to the proposal, Punjab could be divided into West Punjab, South Punjab, Bahawalpur, and Potohar, while Sindh may be split into Karachi/Lower Sindh, Upper Sindh, and Mehran. Balochistan is proposed to be divided into Balochistan and Makran, whereas Khyber Pakhtunkhwa could be reorganized into Khyber, South KPK, Hazara, and Kohistan. Islamabad, Gilgit-Baltistan, and Azad Kashmir would continue as federal territories. Officials have not yet issued formal confirmation, and any such change would require broad political consensus, constitutional approval, and parliamentary legislation.
